State and municipal people’s governments, provincial committees, offices, departments and bureaus:
In order to implement the spirit of "the State Council’s Opinions on Promoting the High-quality Development of Innovation and Entrepreneurship to Create an Upgraded Version of" Double Innovation "(Guo Fa [2018] No.32) and thoroughly implement the innovation-driven development strategy, we now put forward the following opinions on promoting the high-quality development of innovation and entrepreneurship and creating an upgraded version of" Double Innovation "in Yunnan Province:
First, promote the upgrading of innovation and entrepreneurship environment
(1) Deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform. Strictly implement the national unified negative list of market access. To speed up the promotion of the province’s government services "through one network", further promote the construction of "through one mobile phone", and create a government service environment of "doing things in Dont Ask For Help, not meeting each other for approval, and running at most once". Further improve the convenience of starting enterprises and implement the national requirements for simple cancellation of enterprises. Actively promote the "regional assessment", and the government will organize forces to conduct a unified assessment of geological disasters and soil and water conservation in a certain area.
(2) Create a fair market environment. Actively promote new supervision methods such as "double random and one open". Implement online and offline integrated supervision for new formats and new models such as "Internet+Education" and "Internet+Medical Health". Promote the data sharing and application of Yunnan credit information sharing platform, national enterprise credit information publicity system (Yunnan) and online government service platform of the whole province.
(3) Implementing relevant preferential policies. Fully implement the state’s preferential tax policies to support innovation and entrepreneurship. Optimize the land use structure, revitalize the stock and idle land for innovation and entrepreneurship, arrange a certain proportion of annual land use plans, and specifically support the development of new industries and industries in rural areas. Support enterprises to transform and upgrade their own land, factories and warehouses in accordance with the relevant policies of "double innovation" and implement the relevant policies for the transition period of land use.
(4) Increase government procurement support. Increase the procurement of major innovative products and services, core key technologies and "double innovation" service platforms, and make full use of non-tendering procurement methods such as first purchase and ordering. The first purchase and ordering system will be implemented for the products transformed from scientific and technological achievements that are not competitive in the market for the time being, but are in line with the development direction of key industries and put into the market for the first time, and the purchaser will be subsidized according to 10% of the turnover, with a maximum subsidy of 5 million yuan.
(five) to establish and improve the intellectual property management service system. Establish and improve the system of intellectual property protection, rights protection, evaluation and risk control, and guide the development and growth of intellectual property service institutions. Expand intellectual property services for South Asia and Southeast Asia. Promote and support banking and insurance financial institutions to develop and improve intellectual property pledge financing products and various patent insurance products.
(6) Promoting the open sharing of scientific and technological resources. Build an online and offline sharing service network of "internet plus" scientific and technological resources, accelerate the opening of scientific research facilities and instruments to all kinds of innovative subjects, gradually improve the open sharing management mechanism and post-subsidy policy of scientific research facilities, instruments and scientific data, and explore the separation of ownership and management rights of instruments and facilities.
Second, promoting entrepreneurship to promote the upgrading of employability
(seven) encourage and support scientific research personnel and college students to innovate and start businesses. Implement the relevant policies of the state to encourage and support scientific researchers to leave their posts and start businesses. Encourage scientific researchers to carry out technology development, consulting and training services for enterprises. Comprehensively promote the entrepreneurial tutorial system and dynamically release the provincial entrepreneurial tutor (expert) team. Support the development of employment and entrepreneurship promotion programs for college graduates, and promote the construction of model universities that deepen the reform of innovation and entrepreneurship education. Encourage the information industry to try first, and support the development of software services and outsourcing industries needed by the market by means of collaborative training of talents by universities, enterprises and third-party institutions.
(eight) to promote more groups to participate in innovation and entrepreneurship. Support the construction of a pioneer park for migrant workers returning home and a demonstration base for rural innovation and entrepreneurship (demonstration park), and solidly promote the pilot work of migrant workers and other personnel returning home to start businesses. Implement a lifelong vocational skills training system. Will be suitable for employment of retired military personnel into the province’s vocational skills training policy and organizational implementation system. Deepen the construction of youth employment and entrepreneurship trainee bases and youth entrepreneurship parks, and enhance the radiation-driven role of youth entrepreneurship associations and youth entrepreneurship and employment foundations. Implement the action plan to improve the quality of millions of employees and mobilize the majority of employees to actively participate in innovation and entrepreneurship. Implement the national innovation and entrepreneurship campaign, and encourage and support more women to participate in innovation and entrepreneurship practice. Implement the "Hundred Talents" project of ethnic culture, promote the inheritance of ethnic culture and the innovation and entrepreneurship of artists, and promote the creation and innovation of ethnic culture. Actively strive for the support of special actions for innovation and entrepreneurship in national minority areas such as the construction of Tibetan, Qiang and Yi cultural industrial corridors. Improve the service mechanism for returned overseas students and foreign high-level talents. Encourage young people from Hong Kong and Macao, Taiwan Province compatriots and outstanding foreign graduates to find jobs and start businesses in our province, and overseas students can enjoy the same preferential policies as college students in our province.
Third, promote the service upgrade of innovation and entrepreneurship platform
(9) Improve the service level of the "double innovation" platform. Guide the "double innovation" platform to upgrade in the direction of specialization and refinement, and encourage market entities with a certain scientific research foundation to establish specialized creative space. Promote enterprises, universities, scientific research institutes and relevant public service institutions to build incubators with independent legal personality, and provide public technology, inspection and testing, fiscal and taxation accounting, legal policies, education and training, management consulting, industry monitoring and other services for enterprises in the early and middle stages. Encourage the "double innovation" platform operators to introduce or set up equity investment funds, improve the platform service function, and provide order service and financing support for incubating enterprises. Relevant competent departments conduct regular evaluation of various "double innovation" platforms, dynamically adjust and eliminate them according to the results according to laws and regulations, and commend and encourage the "double innovation" platforms with outstanding achievements. Explore the establishment of a cross-industry, cross-city, cross-ownership "double innovation" platform innovation resource sharing mechanism. Encourage the "double innovation" platforms and alliances in the province to carry out strategic cooperation with other provinces (autonomous regions and municipalities) and Hong Kong, Macao and Taiwan regions. Encourage large enterprises to build public and professional platforms for financing, development, opening and sharing of large, medium and small enterprises.
(ten) to strengthen the innovation and entrepreneurship platform with Yunnan characteristics. Strengthen and implement innovative platforms such as laboratories, engineering research centers, industrial (technical) innovation centers (research institutes), key (engineering) laboratories and enterprise technology centers in Yunnan Province. Strive to build a national industrial (technical) innovation center and major scientific and technological infrastructure. Support the construction of professional service platforms for cultural creativity and women’s entrepreneurship in our province, deeply tap the development potential of ethnic and folk handicrafts such as clothing, embroidery, jade, spotted copper, spotted tin, pottery and wood carving, and promote product upgrading and brand operation. Encourage the establishment of Yunling craftsman innovation studio and shape the craftsman brand. Give full play to the advantages of innovative and entrepreneurial platforms and major projects to gather all kinds of talents, and cultivate and strengthen a talent team with Yunnan regional characteristics and competitiveness.
(eleven) improve the "internet plus" innovation and entrepreneurship service system. Do a good job in the publicity and resource docking of the "National Innovation and Entrepreneurship Policy Information Service Network" to further reduce the threshold and time cost of obtaining policy information for various innovation and entrepreneurship entities. Promote the construction of a number of market-oriented "internet plus" innovation and entrepreneurship platforms. Promote "Public Services in internet plus" so that more high-quality resources can benefit the masses. Supported by "a mobile phone cloud product" and the comprehensive demonstration of e-commerce in rural areas, we will unite various e-commerce training institutions to expand the main body of e-commerce public service system.
(12) Deepen the innovation and development of industrial Internet. Accelerate the construction of industrial Internet infrastructure, build an industrial Internet platform system, and cultivate an innovative ecosystem of industrial Internet applications. We will promote the implementation of digital, networked and intelligent transformation projects in key industries such as tobacco, green energy, non-ferrous metals, green food and advanced equipment manufacturing in our province, and promote enterprise cloud and process reengineering. Actively promote the construction of industrial internet pilot demonstration projects, and encourage qualified state and municipal people’s governments to support the innovative development of industrial internet with special funds.
(thirteen) to create a key display brand of innovation and entrepreneurship. Solidly carry out all kinds of innovation and entrepreneurship events, and all levels of finance are national brand events such as National Mass Entrepreneurship Innovation Week, "Chuangxiang China", "internet plus" University Students’ Innovation and Entrepreneurship, China Innovation and Entrepreneurship, "Chuangke China" Innovation and Entrepreneurship, "China Chuangyi" Innovation and Entrepreneurship, National Rural Entrepreneurship Innovation and Entrepreneurship, "Creating Youth" China Youth Innovation and Entrepreneurship Competition, China Women’s Innovation and Entrepreneurship Competition, and other provinces. We will continue to hold vocational skills competitions for provincial employees, and create activities such as the innovation studio for craftsmen in Yunling and the innovation studio for provincial employees (model workers). Formulate corresponding support policies for various events and strengthen follow-up support for outstanding innovative and entrepreneurial projects.
Four, in-depth promotion of scientific and technological innovation support capacity upgrade
(fourteen) to enhance the leading role of innovative enterprises. Enrich and expand the high-tech enterprise cultivation library in our province, and give support to new warehousing enterprises and high-tech enterprises recognized by the state for the first time. Increase support for "specialized and innovative" small and medium-sized enterprises, and support technology-based small and medium-sized enterprises to "upgrade regulations." Set reasonable binding conditions for small and medium-sized enterprises to use entrepreneurial innovation service vouchers, expand the scope of service institutions, and improve coverage and convenience. Prepare guidelines for the research and development of major technical equipment, and guide innovative entities such as small and medium-sized enterprises to participate in research and development. Improve the mechanism for entrepreneurs to participate in the formulation of innovation and entrepreneurship policies related to enterprises. We will increase incentives for innovation assessment, implement an assessment mechanism in which R&D expenses of state-owned enterprises are regarded as profits, and revise and improve the performance assessment methods for managers of state-owned enterprises.
(fifteen) to promote the deep integration of innovation and entrepreneurship. Support universities, research institutes and enterprises in our province to jointly establish platforms for basic research, applied technology research and development and transformation of scientific and technological achievements, such as concept verification, engineering verification and incubation. Carry out genetic engineering of rare and precious metal materials in Yunnan Province, and explore the establishment of innovative mechanisms of cooperation among universities, research institutes and enterprises.
(sixteen) improve the transformation mechanism of scientific and technological achievements. Promote the promulgation of the Regulations on Promoting the Transformation of Scientific and Technological Achievements in Yunnan Province, fully implement the Implementation Opinions of the General Office of the People’s Government of Yunnan Province on Financial Support and Promoting the Transformation of Scientific and Technological Achievements (Yun Zheng Ban Fa [2019] No.86), smooth the docking channels between scientific and technological achievements and the market, and build a library of scientific and technological achievements transformation projects. Support universities and research institutes to improve the income distribution mechanism of scientific and technological achievements transformation. The achievements made by researchers in the transformation of scientific and technological achievements and their participation in entrepreneurial projects are taken as an important basis for job title evaluation, job competition, performance appraisal, income distribution and contract renewal. If the scientific and technological achievements are transformed, the transferor, transferee and transformation service institutions within the administrative area of our province will be given awards and subsidies. Support enterprises to carry out scientific and technological achievements application demonstration and high-value invention patent transformation, and give a one-time subsidy according to 5% of the new output value of scientific and technological achievements, with a maximum subsidy of 5 million yuan. Explore the pilot of scientific and technological innovation vouchers, and the provincial finance will pay innovation vouchers within 50% of the income from providing scientific and technological achievements transformation services. Regularly and irregularly select a number of major research projects and release relevant information, and actively attract global innovation teams to participate. Accelerate the development and application of dual-use technology products in our province.
V. Accelerate the construction of a highland for innovation and entrepreneurship development
(seventeen) to cultivate innovative and entrepreneurial clusters. Support all kinds of parks to give full play to their advantages, introduce supporting preferential policies and measures, pool all kinds of resources, revitalize idle land and real estate resources, do a good job in supporting innovation and entrepreneurship production and life, and build an innovation and entrepreneurship ecosystem. Implement the "Creative Yunnan" plan to promote the formation of a cultural and creative fashion industrial belt with central Yunnan as the center and northwest and southeast Yunnan as the two wings. Promote the construction of Kunming General Aviation Industry Comprehensive Demonstration Zone. Solidly promote the construction of innovative and entrepreneurial characteristic carriers in Kunming Economic and Technological Development Zone, Kunming High-tech Industrial Development Zone, Yuxi National High-tech Industrial Development Zone and Zhaoyang Industrial Park. Promote the urban agglomeration in central Yunnan to explore and establish a cross-regional collaborative innovation platform and mechanism.
(eighteen) to play the role of "double innovation" demonstration base. Give more autonomy to the national and provincial "double innovation" demonstration bases in our province, encourage them to try first, and actively explore investment approval, transformation of scientific and technological achievements, finance and personnel training. Open a green channel for projects or enterprises in the "double innovation" demonstration base and take the lead in implementing the relevant measures of the national comprehensive innovation reform experiment.
(nineteen) to promote international and domestic cooperation in innovation and entrepreneurship. Seize the opportunity of the China (Yunnan) Pilot Free Trade Zone, make full use of various international cooperation platforms such as China-ASEAN Innovation Center and China-South Asia Technology Transfer Center, actively serve and integrate into the "Belt and Road" construction, actively participate in intergovernmental multi-bilateral cooperation mechanisms for innovation and entrepreneurship and pragmatic cooperation among the people, and promote the construction of various innovation platforms and cross-border parks. Encourage the development of intermediary institutions and service platforms to provide "package" services for enterprises to "go global" and "bring in" and for overseas students, returned talents and foreign talents to innovate and start businesses in our province. Strengthen docking cooperation with foreign incubators and relevant enterprise groups and associations, and actively introduce new technologies and new products. Establish and improve professional third-party testing institutions to promote the export of agricultural and industrial technology, machinery and equipment, medical equipment, tourism management, digital economy and other products and services to South Asian and Southeast Asian countries. Encourage powerful universities, research institutes and enterprises in our province to carry out joint innovation activities in advanced areas at home and abroad, and transform innovation achievements in the province.
Six, to further improve the investment and financing policies for innovation and entrepreneurship.
(20) Establish differentiated financial support policies. Implement the insurance support policy for the first set of major equipment and the first batch of new materials. Explore the patent pledge financing model of "loan+insurance guarantee+financial risk compensation", summarize and popularize the experience of "science and technology loan+risk pool", and improve the loan risk compensation policy for small and medium-sized enterprises. Encourage state and municipal people’s governments to support innovative entrepreneurs to obtain financing by setting up risk fund pools. Do a detailed business guarantee loan. After the business guarantee loan is repaid, borrowers and small and micro enterprises with positive repayment, strong driving ability and good business projects can continue to provide business guarantee loan interest discounts, but the cumulative amount is no more than three times. We will further promote data sharing in the departments of finance, taxation, market supervision, social security, customs and justice, and encourage financial institutions to provide credit to trustworthy enterprises. Implement differentiated credit policies for private enterprises and improve the financial service platform of "a mobile phone cloud enterprise loan".
(twenty-one) to broaden the channels of direct financing. Encourage innovative and entrepreneurial enterprises to issue corporate bonds and innovative and entrepreneurial bonds. Promote the revision of relevant laws and regulations in our province, and further improve the guarantee level of the listing system of enterprises in our province. Establish and improve the list system of key cultivation reserves for small and medium-sized scientific and technological enterprises and venture capital enterprises. We will steadily promote the construction of the regional equity market in Yunnan Province, explore the establishment of a special board for scientific and technological innovation in the regional equity market, and provide services for small and medium-sized enterprises to broaden financing channels.
(twenty-two) give full play to the role of venture capital in supporting innovation and entrepreneurship. Make good use of the national policy of supporting venture capital funds and implement the relevant management requirements of government-funded industrial investment funds. Government equity funds can be invested in science and technology enterprises in seed stage and start-up stage, and the entrepreneurial innovation team can agree to buy back the equity held by government investment funds according to the investment principal and commercial loan interest in the same period. Encourage universities, research institutes, United Nations platform companies or social capital to set up venture capital funds and technology transformation funds operating in a market-oriented way. Encourage qualified States and cities to introduce policies and measures to promote the development of angel investment, and cultivate and expand angel investors.
Seven, effectively get through the policy to implement the "last mile"
(twenty-three) to strengthen the overall implementation of innovation and entrepreneurship policies. Give full play to the overall role of the provincial, state and city levels in promoting the joint meeting system of mass entrepreneurship and innovation departments, strengthen the coordinated connection of "double innovation" policies, measures, projects and funds, and form a joint effort. Timely introduce and implement relevant supporting policies and measures, strengthen the training of grassroots government staff, and ensure the implementation of policies. Formulate audit standards that encourage innovation, clarify the content of fault-tolerant exemption, and standardize the procedures for fault-tolerant exemption. Encourage state and municipal people’s governments to try first, explore boldly and establish a fault-tolerant exemption mechanism and a guarantee mechanism for entrepreneurial losers. Gradually establish a scientific and objective statistical index system for the development of "double innovation" and a statistical system for emerging industries, and do a good job in statistical monitoring, analysis and information notification. Regularly sort out the pain points and difficulties that restrict innovation and entrepreneurship, carry out relief actions, and urge them to be resolved within a time limit.
(twenty-four) to promote the experience of innovation and entrepreneurship. Take the theme of innovation and entrepreneurship as an important part of popular science propaganda. Give play to the role of news media and online platforms, strengthen the publicity of innovation and entrepreneurship policies and experiences, and carry forward the spirit of innovation and entrepreneurship. According to the annual summary of the innovation and entrepreneurship policies and measures introduced by the state and our province, published in the relevant portal websites of our province. Support the holding of various forms of experience exchange meetings and on-site observation meetings, and strengthen the popularization and application of advanced experiences and typical practices.
