We will increase incentives for innovation assessment, implement an assessment mechanism in which R&D expenses of state-owned enterprises are regarded as profits, and revise and improve the performance assessment methods for managers of state-owned enterprises.

Support universities, research institutes and enterprises in our province to jointly establish platforms for basic research, applied technology research and development and transformation of scientific and technological achievements, such as concept verification, engineering verification and incubation. Carry out genetic engineering of rare and precious metal materials in Yunnan Province, and explore the establishment of innovative mechanisms of cooperation among universities, research institutes and enterprises.

Promote the promulgation of the Regulations on Promoting the Transformation of Scientific and Technological Achievements in Yunnan Province, fully implement the Implementation Opinions of the General Office of the People’s Government of Yunnan Province on Financial Support and Promoting the Transformation of Scientific and Technological Achievements (Yun Zheng Ban Fa [2019] No.86), smooth the docking channels between scientific and technological achievements and the market, and build a library of scientific and technological achievements transformation projects. Support universities and research institutes to improve the income distribution mechanism of scientific and technological achievements transformation. The achievements made by researchers in the transformation of scientific and technological achievements and their participation in entrepreneurial projects are taken as an important basis for job title evaluation, job competition, performance appraisal, income distribution and contract renewal. If the scientific and technological achievements are transformed, the transferor, transferee and transformation service institutions within the administrative area of our province will be given awards and subsidies. Support enterprises to carry out scientific and technological achievements application demonstration and high-value invention patent transformation, and give a one-time subsidy according to 5% of the new output value of scientific and technological achievements, with a maximum subsidy of 5 million yuan. Explore the pilot of scientific and technological innovation vouchers, and the provincial finance will pay innovation vouchers within 50% of the income from providing scientific and technological achievements transformation services. Regularly and irregularly select a number of major research projects and release relevant information, and actively attract global innovation teams to participate. V. Accelerate the construction of a highland for innovation and entrepreneurship development

(seventeen) to cultivate innovative and entrepreneurial clusters. Support all kinds of parks to give full play to their advantages, introduce supporting preferential policies and measures, pool all kinds of resources, revitalize idle land and real estate resources, do a good job in supporting innovation and entrepreneurship production and life, and build an innovation and entrepreneurship ecosystem. Implement the "Creative Yunnan" plan to promote the formation of a cultural and creative fashion industrial belt with central Yunnan as the center and northwest and southeast Yunnan as the two wings. Promote the construction of Kunming General Aviation Industry Comprehensive Demonstration Zone. Solidly promote the construction of innovative and entrepreneurial characteristic carriers in Kunming Economic and Technological Development Zone, Kunming High-tech Industrial Development Zone, Yuxi National High-tech Industrial Development Zone and Zhaoyang Industrial Park. Promote the urban agglomeration in central Yunnan to explore and establish a cross-regional collaborative innovation platform and mechanism.

(eighteen) to play the role of "double innovation" demonstration base. Give more autonomy to the national and provincial "double innovation" demonstration bases in our province, encourage them to try first, and actively explore investment approval, transformation of scientific and technological achievements, finance and personnel training. Open a green channel for projects or enterprises in the "double innovation" demonstration base and take the lead in implementing the relevant measures of the national comprehensive innovation reform experiment.

(nineteen) to promote international and domestic cooperation in innovation and entrepreneurship. Seize the opportunity of the China (Yunnan) Pilot Free Trade Zone, make full use of various international cooperation platforms such as China-ASEAN Innovation Center and China-South Asia Technology Transfer Center, actively serve and integrate into the "Belt and Road" construction, actively participate in intergovernmental multi-bilateral cooperation mechanisms for innovation and entrepreneurship and pragmatic cooperation among the people, and promote the construction of various innovation platforms and cross-border parks. Encourage the development of intermediary institutions and service platforms to provide "package" services for enterprises to "go global" and "bring in" and for overseas students, returned talents and foreign talents to innovate and start businesses in our province. Strengthen docking cooperation with foreign incubators and relevant enterprise groups and associations, and actively introduce new technologies and new products. Establish and improve professional third-party testing institutions to promote the export of agricultural and industrial technology, machinery and equipment, medical equipment, tourism management, digital economy and other products and services to South Asian and Southeast Asian countries. Encourage powerful universities, research institutes and enterprises in our province to carry out joint innovation activities in advanced areas at home and abroad, and transform innovation achievements in the province.

Six, to further improve the investment and financing policies for innovation and entrepreneurship.

(20) Establish differentiated financial support policies. Implement the insurance support policy for the first set of major equipment and the first batch of new materials. Explore the patent pledge financing model of "loan+insurance guarantee+financial risk compensation", summarize and popularize the experience of "science and technology loan+risk pool", and improve the loan risk compensation policy for small and medium-sized enterprises. Encourage state and municipal people’s governments to support innovative entrepreneurs to obtain financing by setting up risk fund pools. Do a detailed business guarantee loan. After the business guarantee loan is repaid, borrowers and small and micro enterprises with positive repayment, strong driving ability and good business projects can continue to provide business guarantee loan interest discounts, but the cumulative amount is no more than three times. We will further promote data sharing in the departments of finance, taxation, market supervision, social security, customs and justice, and encourage financial institutions to provide credit to trustworthy enterprises. Implement differentiated credit policies for private enterprises and improve the financial service platform of "a mobile phone cloud enterprise loan".

Promote the revision of relevant laws and regulations in our province, and further improve the guarantee level of the listing system of enterprises in our province. Establish and improve the list system of key cultivation reserves for small and medium-sized scientific and technological enterprises and venture capital enterprises. We will steadily promote the construction of the regional equity market in Yunnan Province, explore the establishment of a special board for scientific and technological innovation in the regional equity market, and provide services for small and medium-sized enterprises to broaden financing channels.

(twenty-two) give full play to the role of venture capital in supporting innovation and entrepreneurship. Make good use of the national policy of supporting venture capital funds and implement the relevant management requirements of government-funded industrial investment funds. Government equity funds can be invested in science and technology enterprises in seed stage and start-up stage, and the entrepreneurial innovation team can agree to buy back the equity held by government investment funds according to the investment principal and commercial loan interest in the same period. Encourage universities, research institutes, United Nations platform companies or social capital to set up venture capital funds and technology transformation funds operating in a market-oriented way. Encourage qualified States and cities to introduce policies and measures to promote the development of angel investment, and cultivate and expand angel investors.

Seven, effectively get through the policy to implement the "last mile"

Regularly sort out the pain points and difficulties that restrict innovation and entrepreneurship, carry out relief actions, and urge them to be resolved within a time limit.
