  In order to implement the Guiding Opinions of the General Office of the State Council on the Construction and Management of Affordable Housing Projects (No.45 [2011] of Guo Ban Fa) and further strengthen the construction and management of affordable housing projects in this Municipality, with the approval of the municipal government, we hereby put forward the following implementation opinions.

  I. General requirements and basic principles

  (1) General requirements. Thoroughly implement the Scientific Outlook on Development, focus on establishing and improving the basic housing system in line with the actual situation of the capital, gradually form an affordable housing system and a commercial housing system in line with the market conditions, fully realize the goal of "living and living", and strive to increase the construction of affordable housing projects; Focus on optimizing the housing supply structure, vigorously develop public rental housing, and promote the transformation of housing security mode to "rent-based"; Efforts should be made to improve the system of construction, audit, distribution and management, fully implement the "sunshine project", establish and improve a long-term working mechanism, and promote the sustainable development of housing security. By the end of the "Twelfth Five-Year Plan", we will strive to basically solve the housing difficulties of lower-middle-class and low-income families in cities and towns in this city, effectively alleviate the housing difficulties of newly employed workers, and significantly improve the living conditions of migrant workers.

  (2) Basic principles. Housing security work should adhere to the reality of this city and meet the basic housing needs; Adhere to government leadership and social participation, and improve the support and guarantee mechanism; Adhere to local conditions and scientific planning to ensure sustainable development; Adhere to people-oriented and meticulous management to better meet the differentiated needs of security objects.

  Two, vigorously promote the construction of affordable housing projects focusing on public rental housing.

  (1) Vigorously develop public rental housing. Fully implement the requirements of the Notice of the Beijing Municipal People’s Government on Strengthening the Construction and Management of Public Rental Housing in this Municipality (Jing Zheng Fa [2011] No.61), vigorously develop public rental housing, and combine low-rent housing with public rental housing for construction, distribution, operation and management. Strict public rental housing construction standards, a single set of construction area of about 40 square meters of small huxing, to meet the basic living needs. In accordance with the principle of "market pricing, grading subsidies and separation of rent and compensation", the rent level is determined according to the market rent level slightly lower than that of the same lot and type of housing, and the grading rent subsidy mechanism of public rental housing is improved to improve the rent affordability of rented families. At the same time, establish a market-oriented construction and operation management team and improve the exit mechanism.

  (2) Steadily promote the construction of affordable housing and price-limited commodity housing. Standardize the development of affordable housing, and strictly implement the standard of controlling the construction area of a single set within 60 square meters. Improve and perfect the construction and pricing mechanism of price-limited commodity housing.

  (3) Accelerate the implementation of affordable housing projects such as shantytown renovation. During the year, the task of transforming shanty towns in Mentougou, Tongzhou and Fengtai districts was basically completed, and five new renovation projects, such as Changxindian in Fengtai District, were accelerated, so as to completely complete the shantytown renovation in three years. We will steadily push forward the work of population reconciliation and protective renovation of houses in the functional core area of the capital, innovate the construction mode of docking resettlement houses, simultaneously transfer supporting resources for quality education and medical care, increase construction efforts, accelerate the pilot work of population reconciliation in the old city, and establish a training mechanism for protective renovation professionals. We started the renovation of 882 simple buildings and the comprehensive renovation of seismic strengthening and energy saving in old residential areas. We will continue to intensify the construction and renovation of rural earthquake-resistant and energy-saving houses.

  Third, the implementation of various support policies

  (1) Ensure the supply of land. Increase the supply of land for affordable housing. During the Twelfth Five-Year Plan period, the supply of land for affordable housing projects in this city is not less than 50% of the total supply of residential land, and the supply of land for affordable housing projects and small and medium-sized commercial housing below 90 square meters is not less than 70% of the total supply of residential land. Improve the planning of land supply for affordable housing, give priority to the demand for affordable housing in the land supply plan, and list the indicators separately, so that all kinds of affordable housing land should be guaranteed. The supply index is decomposed and implemented in counties, the division of responsibilities is clearly defined, and the supervision and evaluation system is established. For counties that fail to complete the supply plan of affordable housing land on time, in principle, commercial housing land will no longer be supplied. Innovate the way of land supply for affordable housing, improve the allocation, transfer and lease of land supply for different types of affordable housing, and effectively reduce the cost of land supply for affordable housing. Increase the supply scale of land reserved by the government in residential land, especially for affordable housing projects, optimize the land supply structure, study and establish a directional reserve system for affordable housing construction land, and actively strive for credit funds and housing expropriation policy support.

  (2) Increase government input. Further improve the financial capital investment mechanism. City, district and county governments should give priority to affordable housing projects in financial budget arrangements, prepare special budgets and annual budgets for housing security funds, and adjust financial capital investment plans in combination with annual security forms, financing plans and capital ratios. According to the relevant national policies and regulations, the value-added income of housing provident fund will be used for the construction of public rental housing after the loan risk reserve and management fees are extracted; Ensure that the proportion of land transfer income used for affordable housing construction and shantytown renovation is not less than 10%. As an investment and financing platform for the construction and operation of affordable housing in this city, Beijing Investment Center for Affordable Housing Construction should actively play its amplification effect on financial funds, attract social funds through multiple channels, and effectively solve the problems in the construction, operation and financing of affordable housing.

  (3) Standardize the use of corporate bonds for financing. Support and encourage enterprises undertaking affordable housing construction projects, and carry out project financing by issuing corporate bonds. Relevant municipal departments should increase their support and give priority to relevant procedures.

  (4) Increase credit support. Actively strive for policy support from financial management departments and financial institutions, and provide more favorable loan policies for affordable housing, especially public rental housing projects, in terms of loan conditions, loan interest rates and loan term. Strive to expand the amount of housing provident fund loans in this city to support the construction of affordable housing and further expand the pilot scale. Encourage and guide social security funds, insurance funds and other long-term funds and social capital to participate in the construction of affordable housing in this city. Support the innovation of financial products, explore the issuance of medium and long-term bonds, real estate investment trusts and other financial instruments to support the construction and operation of affordable housing in this city.

  (five) the implementation of tax relief policy. Strictly implement the relevant preferential tax policies of the state and the city in the construction, sale and operation of affordable housing, and waive all kinds of administrative fees and government funds such as supporting funds for urban infrastructure.

  Four, improve the level of planning and construction and engineering quality.

  (1) Optimize the planning layout and apartment design. The construction of affordable housing adheres to the layout mode of "large dispersion and small concentration", combining centralized construction with matching construction, and moderately strengthening the proportion of matching construction. The proportion of matching affordable housing in ordinary commercial residential land is generally not less than 30%; The proportion of affordable housing in commercial housing land along rail transit, around stations and around commercial and industrial clusters should also be appropriately increased, with public rental housing as the main type of affordable housing. Further improve the expert evaluation mechanism of affordable housing planning and design, increase public participation, optimize the design scheme, and improve the planning and design level. Optimize the design of residential function and internal structure, actively develop assembled small and medium-sized houses, improve the efficiency of internal space use and living comfort, and comprehensively improve the overall quality of affordable housing. Establish a standardized system for the construction and management of affordable housing, and take the lead in piloting standardized design and standardized performance evaluation systems in public rental housing.

  (two) the implementation of project quality responsibility. Standardize the quality behavior of the responsible subjects of all parties in engineering construction, and implement the lifelong responsibility system for the responsible persons of survey, design, construction and supervision units and project leaders. Establish a credit evaluation system for affordable housing contractors and improve the main credit information base. The construction unit shall implement the permanent identification system in strict accordance with the relevant provisions, and the identification must clearly indicate the name of the project, the name of the project quality responsible entity such as the construction, survey, design, construction and supervision unit, and the name of the person in charge of the project, and accept social supervision.

  (3) Strengthen the supervision of project quality. Strengthen the quality supervision responsibility of the construction administrative department, the district and county housing and urban construction departments are responsible for the specific implementation of the quality supervision and law enforcement of affordable housing within their respective administrative areas, and the municipal housing and urban construction departments are responsible for organizing the special supervision and law enforcement work of the city’s affordable housing projects. Strictly implement the household acceptance system of residential engineering quality to ensure the structural quality and use function of the project. In the construction of affordable housing, we will establish a compulsory third-party inspection system for project quality, an open day system for construction site, a house inspection system for owners and a warranty management service system after the project is put into use, and strengthen the supervision of third-party management.

  Five, establish and improve the distribution and operation supervision mechanism.

  (1) Standardize access review. In accordance with the requirements of the Notice of Beijing Municipal People’s Government on Strengthening the Construction and Management of Public Rental Housing in this Municipality (Beijing Zhengfa [2011] No.61), we will gradually realize the unified application, review and distribution of low-rent housing, affordable housing, price-limited commercial housing and public rental housing in this Municipality. To further improve the publicity, waiting and review system of affordable housing, the district and county governments should announce the waiting period of public rental housing according to the actual situation of the districts and counties. Establish a unified audit management information system for the economic status and housing status of families applying for affordable housing, realize dynamic data management and real-time audit, and improve the accuracy of audit. Establish a credit record file of affordable housing, improve the applicant’s commitment and regular declaration system, and increase punishment and media exposure for applicants who cheat to buy or rent affordable housing.

  (2) Strict rental and sales management. Strictly manage the listing and trading of affordable housing, and the district and county housing security management departments should strictly follow the relevant regulations on the listing and trading management of affordable housing in this Municipality, and strengthen the listing and repurchase management of housing. Establish a closed operation mechanism of affordable housing, and if the newly purchased affordable housing really needs to be transferred, it shall be repurchased by the housing security management department of the district and county where the household registration of affordable housing is located. The specific implementation time and measures shall be stipulated separately. For affordable housing buyers who have obtained other housing through purchase, inheritance, donation, etc., if they no longer meet the application conditions for affordable housing, they should withdraw, and the original affordable housing should be repurchased by the district and county housing security management department where the family registration of affordable housing is located. Affordable housing and price-limited commercial housing will be given priority to two-person households and families above a certain age, and single young people will be guided to rent public rental housing. The specific measures will be formulated separately.

  (3) Strengthen the supervision and management of use. Establish and improve the supervision and management mechanism for the late use of affordable housing, strengthen the construction of law enforcement teams, implement regulatory responsibilities, and seriously investigate and deal with illegal acts such as renting, lending and idling affordable housing. The property right or operation management unit of public rental housing must set up a special person to be responsible for the supervision and management of housing use. The management of the late use of affordable housing and price-limited commercial housing can be entrusted to the property service agencies to assist in the daily inspection through entrusted management and purchase of services. If illegal acts such as renting, lending and idling are found, they will be reported to the competent government departments in a timely manner, and the law enforcement departments will deal with them according to law.

  (4) Improve the exit mechanism. During the period of public rental housing or after the expiration of the lease contract, those who no longer meet the application conditions should withdraw, and those who can not withdraw temporarily should be given a transition period of 2 months. During the transition period, the lessee will pay the rent according to the market price in the same region. After the expiration of the transition period, if the tenant family still does not withdraw from the leased housing, the rent will be charged according to the price standard of twice the public rental housing, and the refusal to withdraw will be recorded in the credit file.

  Six, strengthen organizational leadership, to further implement the government responsibility.

  (1) Establish a target responsibility system. In accordance with the principle of "district-oriented, city-wide overall planning", strengthen the responsibility of district and county governments for housing security, strengthen the construction of management institutions in the later period of housing security, strengthen the supervision and management of the use of affordable housing, and set up special housing security departments in all streets and towns to implement special personnel and funds. All districts and counties should earnestly undertake the responsibilities of construction planning, engineering construction, qualification examination, distribution, supervision and management of affordable housing. Municipal development and reform, finance, housing and urban construction, planning, land and other departments to strengthen cooperation, close cooperation, improve efficiency, in the land supply, financial security, project approval, construction coordination, qualification examination, sales pricing and supervision and assessment, etc., to establish and improve a long-term mechanism to ensure the smooth progress of all work. Further improve the implementation of the target responsibility system, sign a letter of responsibility for housing security work, and ensure the implementation of the work plan.

  (two) the overall arrangement of the annual construction tasks. All districts and counties should arrange and implement the investment plan, land use plan and sources of funds for the construction of affordable housing in advance in accordance with the annual tasks for the construction of affordable housing formulated by relevant municipal departments and the overall objectives during the Twelfth Five-Year Plan period. Combined with industrial development and urban functional orientation, the construction tasks of public allocation and placement of affordable housing in key new towns and urban development new areas will be appropriately increased, and in addition to solving the needs of families in affordable housing in this district and county, the allocation and placement of affordable housing in the whole city will be arranged as a whole.

  (3) Establish an assessment and accountability mechanism. We will comprehensively carry out risk prevention, efficiency supervision and government supervision of housing security and integrity, establish an accountability mechanism for interviews and assessments, incorporate housing security into government performance management, and improve the reward and punishment mechanism.
