在2016年4月19日举办的网络安全和信息化工作座谈会上，最高领袖总书记发表重要讲话，明确提出了互联网发展的一个中心，即“必须贯彻以人民为中心的发展思想”，从而让互联网更好造福人民。并要求尽快实现一个突破，即“努力尽快在核心技术上取得新的重大突破”。这是习总书记站在中国互联网20多年发展成就的基础上，面对新的时代、新的形势对互联网发展提出的更高要求。互联网代表着新的生产力、新的发展方向，正在驱动中国加速向信息社会转型，同时对中国经济、政治、文化和社会的发展产生日益深刻的影响。随着网络强国战略、“互联网+”行动、大数据战略等重大战略举措的部署和实施，中国互联网迎来了新的重大战略机遇。因此，我们必须在践行新发展理念方面先行一步，坚持以人民为中心的理念，加快实施创新驱动发展战略，在推动创新发展、转变经济发展方式、调整经济结构方面发挥更加积极和突出的作用，让互联网发展成果惠及全社会，惠及全体人民。
(A) the implementation of the people-centered Internet development ideas
The year since the release of the "April 19th" speech has been a year in which the "internet plus" Action Plan has been implemented, achieved fruitful results and benefited the people. The "Network Poverty Alleviation Action Plan" issued by us is conducive to giving full play to the important role of the Internet in boosting poverty alleviation, thus promoting the implementation of precision poverty alleviation and precision poverty alleviation. The special action of speeding up and reducing fees helps the construction of information infrastructure and provides the foundation and guarantee for the wide application of the Internet. Action plans or guidance opinions in many fields, such as "internet plus" manufacturing, "internet plus" circulation and "internet plus" green ecology, have been released one after another, which greatly promoted the role of the Internet in the economy and society and promoted the emergence of new applications, new formats and new business models. The promulgation of documents such as Guiding Opinions on Accelerating the Work of "Internet+Government Services" and Pilot Implementation Plan for Promoting "Internet+Government Services" to Carry out Information Benefiting the People is of great significance for effectively improving the quality and effectiveness of government services, helping to break down information barriers, improve service efficiency, let people run less errands and more information, and solve the problems of difficulty, slowness and complexity. At the same time, local governments actively follow up and promote the implementation of various actions in combination with local needs and advantages. Local governments, platforms and capital parties jointly promote the construction of creative space.The list of creative spaces registered by the Ministry of Science and Technology has been published in three batches, totaling more than 1,300, of which 362 and 839 were published in two batches in 2016. It is particularly worth mentioning that "internet plus" medical and health care, "internet plus" education and other difficult areas have attracted a large number of venture capital and entrepreneurial enterprises by introducing new ideas, new technologies and new programs, and have made great progress in some vertical areas, and gradually accelerated the pace of development.
At the same time of rapid development, the party and the government also pay attention to strengthening the guidance and regulation of new formats. Over the past year, the Party and the government have been responsible to the society and the people, strengthened the governance of cyberspace according to law, strengthened the behavior supervision of webcasting services and online video platforms, standardized Internet information search and information content distribution services, carried out special rectification of Internet financial risks and standardized the business activities of information intermediaries in peer-to-peer lending, and vigorously prevented and severely cracked down on illegal and criminal activities and activities endangering social security and stability by using telecommunications networks and the Internet. Guide the integration and development of emerging services such as online car rental and online bicycle rental with traditional services, encourage enterprises to consciously assume social and moral responsibilities, and make the Internet better meet the material and spiritual needs of the broad masses of the people.
（二）加快推进创新驱动发展战略
当前，世界主要国家都把互联网作为谋求竞争新优势的战略方向，网络信息技术已成为全球技术创新的竞争高地。虽然我国取得了显著成绩，但习总书记在“4·19”讲话中清晰地指出，“同世界先进水平相比，同建设网络强国战略目标相比，我们在很多方面还有不小差距，特别是在互联网创新能力、基础设施建设、信息资源共享、产业实力等方面还存在不小差距，其中最大的差距在核心技术上。”在中共中央政治局10月9日就实施网络强国战略进行的第三十六次集体学习上，最高领袖总书记强调要加快推进网络信息技术自主创新，明确提出要紧紧牵住核心技术自主创新这个“牛鼻子”，抓紧突破网络发展的前沿技术和具有国际竞争力的关键核心技术，加快推进国产自主可控替代计划，构建安全可控的信息技术体系。
Innovation is the essential feature and inherent requirement of the development of the Internet, the vitality of the Internet and the first driving force to lead the development. Therefore, we should not only accelerate technological innovation and breakthrough in core technologies, but also fully implement the innovation-driven development strategy in the Internet field, and promote all-round innovation in ideas, systems and mechanisms, technologies, applications, formats and business models. For innovation-driven development, it is necessary to unify thinking, raise awareness, strengthen strategic planning and overall planning, accelerate all work, allocate innovation resources more efficiently, promote the vigorous development of entrepreneurial innovation, organically combine independence with openness, deeply integrate science and technology with economy, continuously enhance innovation ability, release the growth potential of digital economy, and improve the quality and efficiency of development. In particular, we should emancipate our minds, gather talents from all over the world and use them, so as to create favorable conditions for talents who are interested in innovation in the Internet field to display their intelligence and provide strong talent support for the development of online information.
(3) Summary and prospect
Now, the first anniversary of the "4.19" speech is coming soon, the 19th National Congress of the Communist Party of China will be held soon, and the development of the Internet will usher in a new stage of development. Facing the new situation, we need to further study and implement the spirit of the "4 19" speech of the Supreme Leader General Secretary and other important speeches on network security and informatization, grasp the important development opportunities, implement the five development concepts, and coordinate and promote the "four comprehensive" strategic layout in order to realize the goal of "two hundred years" and the Chinese nation’s great rejuvenation of the Chinese dream, and make new and greater contributions to the well-being of all mankind.
